The link below provides summaries of what he has decreed:
On the surface, many of these appear to be quite reasonable. It is difficult to argue that making it easier for States and the Federal government share information in order to ensure that those who would be prohibited from purchasing* guns would be a bad idea. If such sharing of information were restricted to prior convictions for crimes, I think that few dissenting voices would be heard.
*[Added 1/18/12 - I have yet to find out for certain, but some are under the impression that Obama's plan to do background checks for all purchases may include entering and processing the information on the gun being sold in addition to the information and identification of the purchaser. If this is the case, Obama is using the concept of background checks on all buyers (On the surface hard to argue against) and turning that process into an effective gun ownership registry. Such registration schemes are the most necessary step to confiscation]
Unfortunately, I fear that criminal convictions were not what they had in mind for making the big haul. Few people who have criminal records purchase their firearms the way law-abiding people do.
What Obama's plan appears to be is to, in a methodical manner, mark entire households as unacceptable for firearms by finding out who is or has been treated for psychological problems. The way the orders are written, I believe that the intention of the administration is to pick apart the people piece by-piece through the forcing of psychiatrists and other physicians to report anything that could remotely be determined to constitute a threat. This would include putting pressure on these individuals to pry by asking patients if the house in which they live has firearms. It will not necessarily be restricted to the patient; it could be a spouse or child.
"2. Address unnecessary legal barriers, particularly relating to the Health Insurance Portability and Accountability Act, that may prevent states from making information available to the background check system.
16. Clarify that the Affordable Care Act does not prohibit doctors asking their patients about guns in their homes.
17. Release a letter to health care providers clarifying that no federal law prohibits them from reporting threats of violence to law enforcement authorities.
20. Release a letter to state health officials clarifying the scope of mental health services that Medicaid plans must cover."
If, for example, parents send a depressed teen to a psychiatrist, the latter, to avoid the possibility of losing his/her license to practice medicine or the possibility of civil litigation in the event of a future shooting, will feel obligated to ask the parent if his parents own any firearms At this point, the patient will be forced to either lie to the doctor, or come clean and put the parents at serious risk for a governmental seizure of their guns. People can easily be pressured to do whatever the professional urges, as the famous Milgram* experiment illustrated, and it seems probable that many patients will be honest, especially of the doctor prods repeatedly.
Given that our nation has a lot of people being treated for psychological problems and on drugs such as Prozac or Zoloft, Obama has a simple, effective, but insidious plan for creating a whole new and very large section of the pie chart of American households in which guns will not be allowed.
The next one of concern is the call to "review categories of individuals " (Below). Eric Holder detests the freedoms of the people, and has on numerous occasions pretended to be under the impression that the Second Amendment does not provide for the right of citizens to own firearms. It is safe to assume that Obama will choose as Holder's replacement someone who also affects to share these views. Considering that Homeland Security under Janet Napolitano's tenure has marked out conservatives and former military personnel as potential threats to the nation, and the administration likely wants to target anyone who speaks up (or writes in support) for our rights, the list of "individuals prohibited" can become long indeed.
"4. Direct the Attorney General to review categories of individuals prohibited from having a gun to make sure dangerous people are not slipping through the cracks."
This administration has also long sought to get the medical community to declare firearms to be a public threat to health .
"14. Issue a Presidential Memorandum directing the Centers for Disease Control to research the causes and prevention of gun violence."
