On the surface, many of these appear to be quite reasonable. If such sharing of information were restricted to prior convictions for crimes, I think that few dissenting voices would be heard.
*[Added 1/18/12 - I have yet to find out for certain, but some are under the impression that Obama's plan to do background checks for all purchases may include entering and processing the information on the gun being sold in addition to the information and identification of the purchaser. If this is the case, Obama is using the concept of background checks on all buyers (On the surface hard to argue against) and turning that process into an effective gun ownership registry. Such registration schemes are the most necessary step to confiscation]
Unfortunately, I fear that criminal convictions were not what they had in mind for making the big haul. Few people who have criminal records purchase their firearms the way law-abiding people do.
What Obama's plan appears to be is to, in a methodical manner, mark entire households as unacceptable for firearms by finding out who is or has been treated for psychological problems. The way the orders are written, I believe that the intention of the administration is to pick apart the people piece by-piece through the forcing of psychiatrists and other physicians to report anything that could remotely be determined to constitute a threat. This would include putting pressure on these individuals to pry by asking patients if the house in which they live has firearms. It will not necessarily be restricted to the patient; it could be a spouse or child.
