Military Being Briefed on Suppressing US Citizens

There is a lot to digest in the above-linked article. It was brought to my attention by the post at the top of the page.

Firstly, in order to establish credibility for this, the source of the article/paper must be addressed. Below are two links that direct the reader to information on the authors. One is a Retired US Army Colonel and the other is a Professor at Princeton. Kevin Benson, the retired officer, teaches at the University of Foreign Military and Cultural Studies at Fort Leavenworth, Kansas. A statement taken from the UFMCS is taken from the University's page (Quoted below) and can be accessed at the link found between those of the two authors.

To be blunt, this looks like the real deal.

The paper concerns the methods that the authors propose be followed and the considerations that must be taken into account in the event that American citizens take action in order to reestablish Constitutional Law and restore our Freedoms and Liberties. The paper itself, though, does not approach the subject from the angle as I described it. The authors clearly do not sympathize with the concerns of Americans who have run  out of options in their quest to address and rectify the "long train of abuses" (My quote from Locke) that we have experienced for too long and for which we see no obvious end in sight. They start with the assumption   that any such movement of Americans to reform the nation, or at least parts of the Republic in the event that certain states/regions be determined to be solidly in the camp of the Left, must be considered to be inherently illegal and necessitating the employment of the US Military to assert rule from Washington.

The authors begin by briefly providing a scenario in which numerous American citizens, dissatisfied with the state of the economy (Placed in 2016 - which, although a "change of control of the White House and Congress are mentioned, is eerie enough as it seems to imply that we could be looking at the end of Obama's second term). They go on to ensure that any such movement be viewed as having a motivation based on racism and xenophobia. The instigators of the movement are described as being of the radicals influenced by the Tea Party who are supported by the KKK, the Minutemen of Arizona, etc. (It's pretty sad that today's Minutemen are derided so terribly). The hypothetical actions of those invloved are of course all bad, the arbitary stopping, searching, and detaining of suspected illegals (And vehicles of Citizens), the exacting of "taxes" from citizens, and the detention of any who refuse to cooperate.

"The Great Recession of the early twenty-first century lasts far longer than anyone anticipated. After a change in control of the White House and Congress in 2012, the governing party cuts off all funding that had been dedicated to boosting the economy or toward relief. The United States economy has flatlined, much like Japan’s in the 1990s, for the better part of a decade. By 2016, the economy shows signs of reawakening, but the middle and lower-middle classes have yet to experience much in the way of job growth or pay raises. Unemployment continues to hover perilously close to double digits, small businesses cannot meet bankers’ terms to borrow money, and taxes on the middle class remain relatively high. A high-profile and vocal minority has directed the public’s fear and frustration at nonwhites and immigrants. After almost ten years of race-baiting and immigrant-bashing by right-wing demagogues, nearly one in five Americans reports being vehemently opposed to immigration, legal or illegal, and even U.S.-born nonwhites have become occasional targets for mobs of angry whites.

In May 2016 an extremist militia motivated by the goals of the “tea party” movement takes over the government of Darlington, South Carolina, occupying City Hall, disbanding the city council, and placing the mayor under house arrest. Activists remove the chief of police and either disarm local police and county sheriff departments or discourage them from interfering. In truth, this is hardly necessary. Many law enforcement officials already are sympathetic to the tea party’s agenda, know many of the people involved, and have made clear they will not challenge the takeover. The militia members are organized and have a relatively well thought-out plan of action.

With Darlington under their control, militia members quickly move beyond the city limits to establish “check points” – in reality, something more like choke points -- on major transportation lines. Traffic on I-95, the East Coast’s main north-south artery; I-20; and commercial and passenger rail lines are stopped and searched, allegedly for “illegal aliens.” Citizens who complain are immediately detained. Activists also collect “tolls” from drivers, ostensibly to maintain public schools and various city and county programs, but evidence suggests the money is actually going toward quickly increasing stores of heavy weapons and ammunition. They also take over the town web site and use social media sites to get their message out unrestricted.


When the leaders of the group hold a press conference to announce their goals, they invoke the Declaration of Independence and argue that the current form of the federal government is not deriving its “just powers from the consent of the governed” but is actually “destructive to these ends.” Therefore, they say, the people can alter or abolish the existing government and replace it with another that, in the words of the Declaration, “shall seem most likely to effect their safety and happiness.” While mainstream politicians and citizens react with alarm, the “tea party” insurrectionists in South Carolina enjoy a groundswell of support from other tea party groups, militias, racist organizations such as the Ku Klux Klan, anti-immigrant associations such as the Minutemen, and other right-wing groups. "

I will leave as many of the rest of the details as possible to avoid being a spoiler. Again the link which is second from the top will take you to the actual paper. The only quote that I will add comes from the situation portion of the paper. 

Note that it specifically targets a movement that has the support or sympathy of the Governor of the State, that he would refuse to call out his National Guard, and that local Law Enforcement is either complicit with the Militia members or are also sympathetic enough to refuse to put a stop to their actions.

"In this paper, we posit a scenario in which a group of political reactionaries take over a strategically positioned town and have the tacit support of not only local law enforcement but also state government officials, right up to the governor. Under present law, which initially stemmed from bad feelings about Reconstruction, the military’s domestic role is highly circumscribed. In the situation we lay out below, even though the governor refuses to seek federal help to quell the uprising (the usual channel for military assistance), the Constitution allows the president broad leeway in times of insurrection. Citing the precedents of Abraham Lincoln during the Civil War and Dwight D. Eisenhower sending troops to Little Rock in 1957, the president mobilizes the military and the Department of Homeland Security, to regain control of the city. This scenario requires us to consider how domestic intelligence is gathered and shared, the role of local law enforcement (to the extent that it supports the operation), the scope and limits of the Insurrection Act--for example maintaining a military chain of command but in support of the Attorney General as the Department of Justice is the Lead Federal Agency (LFA) under the conditions of the Act--and the roles of the local, national, and international media."

Aside from the fact that the paper is not that well written (For example it has an extra comma between "Homeland Security" and "to regain control"), the assumptions of the writers are quite frightening. Any possible actions that may be taken by American citizens in order to reestablish our Rights and Liberties and restore the manner of Government that was bequeathed to us are presented in as poorly a light as possible. 

Two other points from the above are noteworthy as they tie any modern-day movement with previous illegal moves by others States. The differences between these and today are clear:

The secession of the Southern States was an act that cannot be defended as these States voted to secede before they had an arguable case to support Secession (Lincoln has promised not to move to outlaw slavery in slave states and he was only President-Elect at the time, and thus unable to make any moves). The Confederacy was created by States that could not articulate (As we clearly can now) any list spelling out a "Long train of abuses", nor could they provide much in the way of a list of what they had done to try to fix things.

The Little Rock incident was a response to a clear violation of Law, both of the United States and that of the Natural Law. No body of citizens can legally be prohibited from receiving equal treatment under the law.

The paper includes, unsurprisingly, the need to consider how to prevent the exchange of information between military members and their families/acquaintances


"Soldiers and Marines involved in this operation, and especially their families will be subject to electronic mail, Facebook messages, Twitters, and all manner of information and source of pressure. Given that Soldiers and Marines stationed at Forts Bragg and Stewart as well as Camp Lejuene live relatively nearby and that many come from this region, chances are they will know someone who lives in or near Darlington. Countering Al Qaeda web-based propaganda is one thing, countering domestic information bombardments is another effort entirely."

Another example of poor writing- "Lejeune" is misspelled.

This is far and way the most ominous portion of the paper - the need to keep the rank-and-file members of our military in the dark, unaware of what other Americans (Many of whom would not yet be involved) may be saying about the event. The Soldiers and Marines ordered to engage in operations against American citizens will be force-fed the story that the Establishment wants them to hear. They will be prohibited from making phone calls, sending or receiving emails or letter, and Internet access will be blocked. 

I have noted on previous posts that the Commissioned Officers of our Military, particularly those of Field Grade (Majors, Lt. Colonels, and Colonels) ranks, will be key players in such a crisis. They are the individuals who will be either issuing or refusing to issue marching orders to the actual ground units in any military operation. In my opinion, Generals will tend to gravitate towards protecting their careers. 

Company-Grade officers such as Captains and Lieutenants may be of the right state of mind, but they will need to know that higher-ranking Officers have not forgotten their oaths to support and defend the Constitution of the United States. I maintain my faith in the integrity and patriotism of most of these individuals. 

The Non-Commissioned Officers, (All Sergeant/Petty Officer Ranks), if they know that they have the support of their leaders, will be a source of stability in trying times. NonComs have always been the backbone of our military. The respect that they command, and the trust that they have earned from their subordinates, will provide a sense of assurance to the Soldiers and Marines that the very act of refusing to follow illegal orders may be the greatest act of soldiery virtue.

States that see few options other than Secession must also prepare. For example, they will need to take steps to guarantee some measure of financial security to their respective National Guard members in the event that these soldiers have to refuse orders to be Federalized. I offer the example of 50% of whatever their pensions would be had they consented to be Federalized. They would also need to be granted immunity from prosecution and extradition as long as they do not leave any seceding States. Local and State Law Enforcement Officers will need to be reminded ahead of time that their oaths included both supporting and defending the Constitution of the United States (Itself being ignored by The White House and the Supreme Court as we speak) and the Constitutions of their respective States. Residents of these States must also be prepared and informed about the any moves that may be deemed necessary. These may be called upon to engage in support roles.

I hope that any member of the Military that undergoes training in or becomes aware of the positions contained in this this paper takes the time to consider the facts; the table is being set for a Totalitarian era for the United States in which any aggrieved body will be quickly suppressed.
